An item shall only be added for placement on the agenda by a unanimous vote of all Board members elected. This requires that all seven (7) Board members must be present at the special meeting before placing any item for Board consideration that does not already appear in the Call of the Special Meeting or in the motion scheduling the special meeting.
Board members and/or individuals in the audience may make a statement containing information about a recent or upcoming event.
Members of the public have the opportunity to address the Board on items not appearing on the agenda limiting their comments to not more than five (5) minutes. Time limits may be increased or decreased, or large groups may be requested to appoint a spokesperson by suspension of these Rules by a majority vote of the Board [RULE 24: SUSPEND RULES]. Members of the public shall not be permitted to assign their time to any other member of the public to speak on their behalf and/or to any other member of the public who has already spoken on the same topic.
